Annex A - Special Terms and Conditions
The offered price shall be an all-inclusive cost, including all local (in Belgium) travel and per diem expenses, except for travel outside of Belgium, which is required by C3 Staff leadership for successful execution of the work, and covers the following mandatory engagements:
Work days for the development of deliverables (on-site NATO HQ Brussels)
Travel days, and attendance at meetings in Belgium outside NATO HQ (e.g. at SHAPE in Mons)
The candidate must have a proven record of accomplishment with policy aspects of cyber security at multinational environments.
The candidate must be able to display a thorough understanding of the NATO organizational structure (C3B)
The contracted individual must be in possession of a security clearance of NATO Secret or above
DELIVERABLES
The contracted individual must be able to perform effectively and efficiently with minimal supervision.
The following deliverables are required by the dates below:
While the specific tasks may vary, the incumbent is required to deliver quarterly progress and performance reports, detailing the activities conducted during the reporting period.
D1: Activities for improvement of the knowledgement management system (KMS)
a. Technical support to the improvement of the existing KMS, Q2 (12.5% payment following successful acceptance of support activities, 30 Jun 2022)
b. Technical support to the improvement of the existing KMS, Q3 (12.5% payment following successful acceptance of support activities, 30 September 2022)
c. Technical support to the improvement of the existing KMS, Q4 (12.5% payment following successful acceptance of support activities, 17 December 2022)
d. Provide support related to the NHQC3S KMS, attend relevant meetings as required normally in Brussels, but may be in other locations. (12.5% payment following successful acceptance of support activities, 17 December 2022)
D2: Activities related to the MC support regarding cryptographic devices
a. SME support to the MC, Q2 (12.5% payment following successful acceptance of support activities, 30 Jun 2022)
b. SME support to the MC, Q3 (12.5% payment following successful acceptance of support activities, 30 September 2022)
c. SME support to the MC, Q4 (12.5% payment following successful acceptance of support activities, 17 December 2022)
d. Provide support related to the MC, attend relevant meetings as required normally in Brussels, but may be in other locations. (12.5% payment following successful acceptance of support activities, 17 December 2022)
WORK EXECUTION
The work will be executed on-site with meetings occassionally required in support of work as per D1 and D2.
The candidate shall provide a summary per milestone of the work done to The Project Manager, which, together with C3 Staff leadership feedback will function as the basis for approving payments linked to milestones as mentioned under 3.
TIMELINES
The duties of the contractor are required for the period starting 04 April 2022 through 31 December 2022.
TRAVEL
There may be a requirement for short-term travel to attend/support meetings/workshops in SHAPE Headquarters, Mons, Belgium.
SECURITY AND NON-DISCLOSURE AGREEMENT
The contracted individual must be in possession of a security clearance of NATO Secret or above.
The signature of a Non-Disclosure Agreement between the contractors contributing to this task and NCIA will be required prior to execution

- STATEMENT OF WORK
- The candidate must have specific experience with writing (support) within NATO, preferably with CIS Security directive
- The candidate must have experience with knowledge management best practices.
- The candidate must have familiarity with cryptographic concepts and products.
- The candidate must be able to display a thorough understanding of the NATO organizational structure (C3B)
- A deep understanding is required of NATO committees, working groups and technical authoring teams, how they work and interact.
- The candidate must have experience with office executive support including management of schedules, correspondence, support for meetings and control of tasking; ensuring the proper dissemination of decisions and instructions.
- Excellent organizational skills and ability to interrelate with senior management in order to ensure the efficient and effective operations in support of the Branch;
- Ability to understand and assess management issues and to prepare papers and briefings with speaking notes for Managers.
