As we continue to expand our regulated operations, we are seeking an experienced Regional Chief Compliance Officer (CCO) to lead our compliance function, strengthen our governance framework, and ensure regulatory excellence across multiple European jurisdictions. This is a senior executive role reporting directly to the CEO and Board, with responsibility for overseeing the compliance framework of the regional group while supporting business growth in a highly regulated environment. The Role The Regional Chief Compliance Officer will be responsible for developing, implementing, and overseeing the company's compliance strategy across its European operations. The successful candidate will lead regulatory compliance initiatives, advise senior management and the Board, maintain relationships with regulators, and ensure the organization meets all applicable legal and regulatory obligations. This role requires extensive experience within regulated financial institutions, particularly in payments, electronic money, digital assets, and financial crime compliance. Key Responsibilities
Lead the regional Compliance function across Telcoin Europe's regulated entities. Develop, implement, and continuously enhance the Group Compliance Framework. Ensure compliance with applicable European and local regulatory requirements, including:
MiCA PSD2 / PSD3 Electronic Money Directive (EMD2/EMD3) AML/CFT legislation GDPR DORA Transfer of Funds Regulation (TFR) Consumer protection requirements
Serve as the primary compliance advisor to the CEO, Executive Management, and the Board of Directors. Build and maintain strong working relationships with regulatory authorities, financial intelligence units, and external auditors. Oversee regulatory licensing projects, authorization applications, and ongoing supervisory interactions. Establish and maintain compliance monitoring and testing programmes. Oversee regulatory reporting and ensure timely submission of required reports. Review and approve new products, services, and strategic initiatives from a regulatory and compliance perspective. Develop compliance policies, procedures, and governance standards across the organization. Lead compliance risk assessments and ensure appropriate mitigation measures are implemented. Deliver compliance training and promote a strong culture of ethics and regulatory compliance throughout the organization. Coordinate compliance activities with Risk Management, Internal Audit, Legal, Operations, and Product teams. Support Board committees through reporting, regulatory updates, and compliance metrics.
Requirements
At least 3 years in a senior compliance leadership role. Extensive experience within:
Electronic Money Institutions (EMIs) Payment Institutions (PIs) Banks Fintech companies Digital asset or crypto businesses
Strong knowledge of AML/CFT, MiCA, PSD2, DORA, GDPR frameworks, FATF standards, and ESMA Guidelines Demonstrated experience leading regulatory authorizations, licensing projects, and regulatory inspections. Experience interacting directly with European financial regulators and supervisory authorities. Strong understanding of governance, internal controls, compliance monitoring, and regulatory reporting. Excellent communication and stakeholder management skills. Proven leadership experience managing compliance teams across multiple jurisdictions. Ability to balance commercial objectives with regulatory requirements in a fast-growing fintech environment. Resident of Lithuania Fluent English (written and spoken).
Preferred Qualifications
Previous appointment as Chief Compliance Officer, MLRO, or Head of Compliance. Experience within cross-border European financial services groups. Familiarity with correspondent banking, payment schemes, and card programmes. Professional certifications such as CAMS, ICA Diploma, CRCM, or equivalent. Legal background or postgraduate qualification in financial regulation, compliance, or risk management.
