The Role Are you a hands-on financial crime expert with a passion for building robust compliance frameworks? We are looking for a Financial Crime Manager and Deputy Money Laundering Reporting Officer for BCB’s UK business as part of our 2nd Line of Defence Compliance team. This is a critical role created to support our UK business on all facets of our Compliance frameworks covering client onboarding, transaction monitoring and regulatory reporting. Working collaboratively with our Financial Crime Operations team and Compliance team globally you will ensure our UK controls and policies are best-in-class as we scale. Reporting to the Head of AML Compliance, you will be the firm's subject matter expert on all things related to financial crime risk in the UK. You will have specific proven expertise from working in the banking, payments, e-money or crypto sectors in the UK and handling communications with the FCA. You will own the UK financial crime policies, and provide decisive guidance on the most complex cases, and directly contribute to the development of our 1st and 2nd Line teams. Your mission is to strike the perfect balance between enabling efficiency and growth and upholding the highest standards of regulatory compliance that define our business. Key Responsibilities

Policy Ownership: Take full ownership of developing, writing, and maintaining the firm's UK policy framework in financial crime including CDD, KYC, EDD, and Transacting Monitoring. Work with the wider financial crime leadership team on the Financial Crime Risk Assessment and Client Risk Assessment. Ensure that new typologies and risks are seamlessly incorporated into these policies and frameworks, and collaborate with the 1st Line on the implementation of procedures and transaction monitoring rules.  Financial Crime Risk Assessment: Take the lead on conducting comprehensive financial crime risk assessments for the UK business including all new products, services, and technologies before they are launched. This includes identifying potential money laundering, terrorist financing, and sanctions risks. Onboarding Expert Advisory & Escalations: Act as first 2nd Line reviewer and approver of UK high risk client onboarding decisions and high risk transactions. Serve as the primary UK escalation point and subject matter expert for the 1st Line teams, particularly on high risk customers and alert investigations. Provide risk-based decisions and recommendations on complex corporate structures, source of wealth/funds, and high-risk client profiles specific to the digital asset industry and results of screening.  Regulatory Affairs & Reporting. Provide support to all UK regulatory engagement on financial crime matters and reporting. As Deputy MLRO, act as the primary reviewer of SARs prior to NCA submission and support the 1st Line team on SAR preparation. Handle all UK Sanctions escalations and reporting to regulatory authorities. Opportunity to step up to MLRO with proven experience.   Quality Assurance and Training: Collaborate with our QC, QA, and Internal Controls teams to ensure we have in place a fit-for-purpose 2nd Line Quality Assurance framework. Use the results from these reviews to identify control gaps and training needs and to provide targeted feedback, and ensure that we remain within our Financial Crime Risk appetites. Support the delivery of targeted training for the 1st Line teams. Your goal will be to uplift their expertise, improve the quality of their work, and ensure a consistent application of policy. You will also provide direct mentoring to the teams. Compliance Monitoring & Testing and External AML Audits: Support all internal and external initiatives  on testing our financial crime controls.  Horizon Scanning: Stay ahead of the curve by monitoring new financial crime typologies in the crypto sector and evolving UK regulations. Ensure that our controls are always current, effective, and compliant. Stakeholder Collaboration: Work closely with the 1st Line leadership, Heads of Compliance and the other country MLROs, and the wider financial crime leadership team to ensure a cohesive and effective approach to managing risk across the business. Reporting: Develop and deliver clear and insightful Management Information (MI) for senior stakeholders. Your reports will provide a comprehensive view of the health of our controlled environment and key risk indicators.

What are we looking for

You will have worked in the FCA-regulated payments, e-money, crypto or banking sectors in the UK previously where you have gained at least 5 years proven experience in a senior financial crime, AML, or compliance role, covering CDD/EDD, Sanctions and Transaction Monitoring and investigations. Expertise in providing 2nd line Compliance advisory support and managing escalations for a frontline team. Prior experience as a Deputy MLRO or MLRO is desirable but not critical for the right candidate who has proven ability to step up. Opportunity for those with DMLRO experience to step up to MLR in time.  Demonstrable experience working with and understanding the risks of institutional clients operating in the payments and crypto/digital asset industry (e.g., exchanges, funds, market makers). Familiarity with blockchain analytics tooling and investigations, particularly Chainalysis.  Confident in handling an institutional client base, sometimes involving complex corporate structures, source of wealth, and financial crime typologies in the digital asset space, as well as screening results. Strong understanding of the UK (and some EU) AML, CTF, and Sanctions rules  and regulations, the FCA Handbook and associated guidance applicable to payments and e-money firms, as well as regulatory expectations. Additionally you will have experience or familiarity around those rules, regulations and expectations in the crypto assets sector and the emerging regulatory landscape. Ability to analyse and synthesise complex information and distill into readily comprehensible and practical advice relevant to the commercial, strategic and financial context, applying a risk-based approach to development of business solutions and decision-making. Demonstrate a creative and innovative approach by finding different ways to look at problems and design novel solutions Strong communication and interpersonal skills, with the ability to build and maintain effective relationships with internal and external stakeholders Autonomous, pro-active and hands-on with the ability to prioritise and manage own work effectively, apply a breadth of technical, business, product and customer domain knowledge, own the outcome and make an impact. Used to working in a diverse, international, fast-moving business and fast evolving regulatory environment. Strong written and verbal communication skills in English.  Relevant Compliance certifications or recognised professional certifications in Compliance.
