The Digital Chamber is seeking a substantive, connected, and entrepreneurial policy leader to expand its Digital Power Network from its roots in bitcoin mining and energy policy into a national platform for advancedcomputeinfrastructure. This is an opportunity to shape the agenda, build the coalition, andestablishDPN as a leading voice at the intersection of energy, infrastructure, AI, advanced compute, and American competitiveness.

The Director will turn complex policy questions into clear positions, trusted relationships, and measurable results.The right candidate combines policy depth with a builder’s mindset: equally comfortable analyzing utility regulation and large-load interconnection, meeting with senior government or industry leaders, drafting policy language, andconveningcoalitions.The role reports to the Global and US Head of Policy and Government Affairs.

DPN advocates at the federal and state levels for policies that unlock energy development, strengthen the grid, enable responsible infrastructure growth, and reinforce U.S. technological leadership. We engage policymakers, regulators, communities, and industry leaders to position advanced compute infrastructure as a responsibly integrated, strategic American asset.

Key responsibilities

Policy strategy and analysis

• Own the strategic growth and external positioning of DPN’s advancedcomputeplatform, including policy development, government affairs, member engagement, coalition building, partnerships, and convenings.
• Develop and execute an integrated federal and state policy strategy connecting advancedcomputeinfrastructure with energy, grid, permitting, economic development, national security, and technology policy.
• Track legislation, regulation, administrative action, and market developments, translating them into priorities, advocacy plans, and coordinated rapid responses.
• Produce precise,timelytestimony, regulatory comments, policy briefs, one-pagers, legislative language, amendments, coalition materials, and executive talking points.
• Identifythejurisdictions, proceedings, and debates where DPN can have the greatest impact through analysis, model policy, testimony, education, or coalition leadership.

Federal and state government affairs

• Build and activate bipartisan relationships across Congress, federal agencies, governors’ offices, state legislatures, utility commissions, local governments, grid operators, and aligned infrastructure organizations.
• Represent DPN with credibility in meetings, hearings, briefings, regulatory proceedings, conferences,standardsdiscussions, and coalitions.
• Translate complex technical and operational issues into practical policy choices for policymakers and regulators.
• Lead fly-ins, site visits, roundtables, legislative briefings, and other engagements tied to defined policyobjectives.

Member engagement

• Serve as a trusted policy partner to DPN members across data centers, bitcoin mining, AI infrastructure, cloud and neocloud platforms, high-performance computing, and related sectors.
• Leadlisteningsessions and working groups that surface member priorities, gather operational evidence, and build alignment around shared principles.
• Navigate differing commercial interests with sound judgment, distinguishing coalition positions from company-specific concerns whilemaintainingtrust.
• Support members facing state, local, or community challenges through stakeholder mapping, engagement strategies, coalition building, and constructive dialogue.

Communications andoutreach

• Translate technical and policy developments into compelling communications for members, policymakers, media, and the public.
• Partner with the Chamber’s communications team on campaigns, public statements, case studies, event materials, member stories, and media opportunities thatdemonstrateDPN’s impact.
• Build a consistent, fact-based narrative around advanced compute infrastructure, energy abundance, grid modernization, community value, and American leadership.

The candidate we are looking for

You are intellectually curious, politically astute, and energized by building something ambitious. You can earn the confidence of technical experts and represent an industry before senior government and business leaders. Youanticipatechallenges, follow through, and are comfortable owning both strategy and execution.

Required experience and capabilities

• At leastseven to tenyears of relevant experience in public policy, government affairs, legislative or regulatory work, a trade association, external affairs, or a related field.
• Strong command of federal and state legislative and regulatory processes, with direct experience engaging elected officials, senior staff, agencies, regulators, or commissions.
• Exceptional writing and editing skills, including the ability to produce persuasive, technicallyaccuratematerials under tight deadlines.
• A record of building trusted relationships,conveningsophisticated stakeholders, navigating disagreement, and developing shared positions on complex issues.
• Excellent project management, political judgment, ownership, and follow-through across fast-moving workstreams.
• Ability to travel regularly for government engagements, member visits, hearings, site tours, and events.

Especially valuable

• Expertisein energy policy, electric utilities, data centers, bitcoin mining, AI infrastructure, high-performance computing, or another infrastructure-intensive industry.

• Fluency in large-load interconnection, utility regulation, transmission, generation,tariffsand cost allocation, permitting, grid reliability, demand response, or load flexibility.
• Experience drafting legislation, model policy, regulatory comments, or testimony that contributed to a concrete outcome.
• Experience building or scaling a policy initiative, coalition, membership program, or organizational function.
