USDF Consortium Description: The USDF Consortium is transforming banking with a new blockchain-based bank payments network. The USDF Consortium is a network of insured banks, along with Figure Technologies, Inc. and JAM FINTOP, with a mission to build a network of banks to promote the adoption and interoperability of USDF, a tokenized deposit. The primary objectives of the USDF Consortium (the “Consortium”) are to:
- Determine objective admission and ongoing membership or participant criteria for banks, consistent with anti-trust law, including, among other criteria, that banks meet certain minimum capital requirements and agree to certain standards and protocols for minting USDF.
- Attract additional bank members to the network.
- Develop and administer the USDF smart contract.
- Establish the framework and operating rules that will govern interbank netting and off-chain settlement procedures.
- Develop common customer disclosures regarding USDF.
- Engage in legislative and regulatory advocacy and provide collateral to banks.
- Assist with development of USDF use cases and implementation for banks.
- Facilitate third-party technical support for banks standing up USDF infrastructure.
Job Description: The Consortium is seeking to hire a senior entrepreneurial, motivated, and experienced full-time Chief Executive Officer to manage and lead the ongoing growth, development, and activities of the Consortium. As the CEO of the Consortium, you will be an advocate for the Consortium, recruit new banks, and engage with Consortium members to build out the USDF network (known as “Finly”). You will be a subject-matter expert on financial services, tech-driven fintech innovation, and related policy, and have the ability to lead and manage a dynamic organization. As the CEO, you will perform the following activities:
- Manage the growth and ongoing operations of the Consortium, including its membership expansion, finances, business and legal compliance, vendor management, regulatory relationships, policy development, and general strategy.
- Position the Consortium as the preeminent blockchain-based payments platform for banks.
- Increase USDF Consortium membership.
- Increase the transaction volume on Finly with a well-defined strategy.
- Develop and grow an ecosystem of third-party applications and services that are valuable to member banks.
- Help member banks fully leverage USDF through unique business use cases.
- Oversee critical vendors to the Consortium, as well as related audits.
- Plan, manage, and lead regular Board meetings and working group sessions for members.
- Meet regularly with members in order to develop and execute Consortium activities; meet with individual members on a one-off basis, as reasonably needed.
- Build and foster close relationships with and among the Board of Directors and member banks.
- Identify, coordinate, and manage outside service providers, including with respect to legal advice, government relations, and communications.
- Develop and implement plans for revenue growth that aligns with the budget and expected expenses of the Consortium.
- Draft and manage the Consortium budget, which is subject to Board approval.
- Scope priority policy issues and topics based on Consortium member guidance and analysis of the business and regulatory landscape.
- Advocate for the Consortium with media, policymakers, regulators, prospective members and business partners and other external stakeholders.
- Oversee and lead the development of substantive policy positions, regulatory and legislative advocacy strategy, and communications; approval of agreed regulatory and legislative advocacy and substantive messaging will further be supported by the Board and Legal & Regulatory Committee.
- Draft op-eds, presentations, and related content to support advocacy and educational efforts to support the mission of the Consortium.
Qualifications -- You Have:
- 10+ years of senior experience in banking, bank regulation, bank products and services, bank infrastructure, payments, and/or blockchain/distributed ledger technology
- U.S. policy work, with a strong preference for government experience in the financial services, regulatory, and technology sectors
- Experience leading a large team or the development of a new venture, program, or initiative
- Experience with the technical and policy issues around tokenized deposits, and policy/advocacy/industry relationships in this space
- A demonstrated track record of successfully navigating complex policy issues
- Experience developing cross-functional strategies to drive outcomes
- Impeccable ethics and high integrity
- Strong writing and speaking skills
