Web3 Chief Compliance Officer / Money Laundering Reporting Officer, Germany

We are seeking an outstanding compliance leader to join our fast-growing team as Chief Compliance Officer / Money Laundering Reporting Officer for Germany. This role, reporting to the Head of Compliance / UK MLRO, UK and EMEA, will be responsible for overseeing compliance with the Geldwäschegesetz – GwG (Money Laundering Act), markets regulation (European Markets Infrastructure Regulation, Markets in Financial Instruments Directive) and other regulatory regimes where applicable. You will also manage compliance matters covering Counter-Terrorism Financing, Fraud Prevention and Sanctions.

What You Will Do:

Run the Compliance program like a machine. Develop and oversee the compliance framework strategically, and ensure compliance with laws, regulatory requirements, policies, and procedures systematically across Blockchain.com’s products end to end.

  • Own and maintain Germany’s regulatory program's governance, operating model and processes across financial crimes prevention, markets regulatory and central compliance functions
  • Own and deliver strategic cross-functional compliance and other initiatives, including scope, resourcing, and budget
  • Assist to obtain and maintain required licensing
  • Act as Money Laundering Reporting Officer - be the senior contact who maintains a constructive and open dialogue with the Federal Financial Services Authority (BaFin), other regulators and law enforcement authorities
  • Ensure that regulatory examinations, reporting and enquiries are handled appropriately and promptly
  • Submit suspicious activity reports to the Central Financial Transaction Investigation Unit (FIU) and respond to requests for information
  • Develop and maintain effective relationships with business, engineering and operations partners
  • Oversee the onboarding process as Compliance lead to ensure a systematic, risk based approach is implemented end to end
  • Oversee compliance management of bank and vendor relationships focusing on fraud prevention and AML compliance in a rapid growth environment
  • Serve as the point person who ensures timely execution on audits
  • Oversee testing and quality assurance of adherence to policies, procedures, requirements
  • Oversee management information reporting for the Chief Compliance Officer and management regarding effectiveness of the compliance risk management framework, oversee execution of improvement plans
  • Oversee risk assessments and risk appetite statements plus metrics to measure performance
  • Develop and track action plans across regulatory initiatives
  • Oversee compliance training
  • Maintain active dialogue with crypto compliance community to inform best practice
  • Conduct investigations when needed with senior management
  • Manage other assigned responsibilities

WHAT YOU WILL NEED

  • The foremost quality for this position or any position at Blockchain.com is integrity
  • Minimum of 10 years of relevant experience in financial crimes compliance at a regulated financial institution or a consultancy firm
  • Minimum of 5 years of team and people management experience
  • Experience developing compliance frameworks while leveraging technology
  • Markets and investment management compliance advantageous, not essential
  • Excellent knowledge of the GwG and money laundering regulations essential
  • Experience working to improve onboarding processes integrated across front office and operations
  • Excellent written and verbal communications skills, organizational and time management skills
  • Professional experience with cryptocurrencies is advantageous but not required
  • Professional certification (e.g., ICA, ACAMS) preferred
  • We are a remote first company, which means that this role can be located anywhere, as long as it is in Germany
