About the Role

Bullish is redefining the capital markets infrastructure by bridging traditional equity systems with blockchain-based tokenization. To drive this vision forward, we are seeking a Senior Program Manager to lead the post-merger integration (PMI) of an established, blue-chip financial services leader into our nimble, hyper-scalable organization. You will own the day-to-day execution of this integration, transforming our post-merger strategy into a cohesive, high-performing model while operating at the strategic altitude required to align C-suite executives and global leaders across both businesses and our broader ecosystem.

Key Responsibilities:


Business Integration & Operational Modernization:

  • Cross-Functional Execution: Lead and execute the end-to-end integration of core functional lines: People & Organization, Technology, Finance & Accounting, Legal & Compliance, Cost Synergies, and Communications & Branding.
  • Operations Modernization: Identify manual operations and redundant backend processes across both businesses and our broader ecosystem; partner with Executive Leadership to drive automation, efficiency, and cross-platform synergies.
  • Functional Architecture Alignment: Maintain high-level oversight of enterprise system integrations (HRIS, ERP, Cloud, SaaS). Ensure operational workflows are correctly structured around legal entities, cost centers, lines of business, and governance frameworks to safeguard future-state scalability.

Workforce Planning & Resource Optimization:

  • Plan Execution: Translate pre-established capacity analysis into actionable, long-term resource allocation strategies across Technology, Operations, and Compliance.
  • Data-Driven Modeling: Partner with Finance, HR, and Operations to build and refine dynamic human capital, budget, and infrastructure utilization models.
  • Pipeline Readiness: Align staffing models with Executive Leaders to ensure Product, Engineering, Operations, and Regulatory teams are equipped to handle incoming tokenization and digital asset pipelines.
  • Financial Alignment: Continuously monitor integration milestones against cost-synergy targets and revenue milestones.

Stakeholder Alignment & Change Leadership

  • Executive Presence: Manage geographically distributed, highly matrixed technical and non-technical stakeholders—from operational managers to C-Suite executives.
  • Tailored Communication: Navigate varying levels of organizational buy-in by clearly articulating the "why" behind strategic shifts, fostering trust, and driving consensus across distinct corporate cultures.
  • Autonomous Problem Solving: Lead with absolute ownership. Unblock operational bottlenecks independently while exercising sound judgment on when to escalate key risks to executive sponsors.

Risk, Governance & Issue Management

  • Risk Register Ownership: Maintain a living risk register tracking issues, decisions, and escalations, reporting status regularly to the executive sponsor.
  • Interdependency Management: Map cross-workstream dependencies to prevent sequencing failures and resolve blockers early.
  • Escalation Protocols: Enforce clear escalation frameworks, solving problems autonomously and escalating key risks appropriately.
  • Governance Cadence: Run steering committee meetings, workstream syncs, and executive reporting to ensure full visibility into progress, risks, and decisions.

Qualifications & Expertise:

  • Experience: 10+ years in Program Management or Management Consulting, leading complex Post-Merger Integrations (PMI), carve-outs, or enterprise-wide operational transformations.
  • Domain Knowledge: Core understanding of capital markets infrastructure, corporate enterprise workflows, and a strong interest in digital assets, tokenized securities, and stablecoins.
  • Analytical Capability: Proven track record of converting capacity metrics, headcount data, and operational analytics into sustainable resource allocation plans.
  • Soft Skills & Maturity: High emotional intelligence, professional maturity, and the ability to balance empathy with decisive accountability during periods of enterprise change.
  • Education & Certifications: Bachelor’s degree in Business, Finance, Engineering, or a related field. PMP, Agile/Scrum, or M&A-specific certifications are preferred.

Preferred Experience:

  • Leading large-scale operational modernizations or business integrations requiring enterprise-wide process adoption.
  • Directing change management programs aligned with core financial systems or regulatory frameworks.

Bullish US LLC & CoinDesk Inc. are committed to offering competitive compensation and benefits. The anticipated base salary for this position is $240,000 - $275,000 + discretionary annual target bonus + performance incentives/benefits. Offered salary will be reflective of job related knowledge, skills and commensurate experience.
