Job Summary:PayPal UK Limited (“PPUK”) is seeking a dynamic, innovative, and driven subject matter expert to join our high-performing UK Risk and Compliance team as Senior Manager, UK Compliance. This role reports to the PPUK Compliance Director and will play a critical role in supporting the compliant growth of the PayPal business in the key UK market by developing PayPal’s Compliance strategies, frameworks and policies and ensuring effective implementation across all functions of the UK and Global business which support the UK markets and its customers, through proactive support and constructive challenge. In this role, you will to need to demonstrate in-depth strategic thinking and the ability to work in a fast-paced, cross functional environment, keeping the customer and key regulations at the forefront of decision making to make business-oriented recommendations aligned to risk appetite. Core Duties and Key Strategic Objectives:• Leadership and line management of PPUK Compliance managers. • Provision of second line market compliance oversight & advisory support to varied business and product and servicing teams across the Uk and Global enterprise.• Risk & Compliance Program delivery, including risk assessments, annual oversight and monitoring plans, policy development. • Effective reporting of key risks and KPIs into UK governance, including PPUK Product Governance, Outsourcing, Conduct and Customer Outcomes, Risk and Audit & Risk Committees, along with other global fora. • Delivery of new and existing product compliance reviews to support identification and appropriate mitigation of first line operational and regulatory risks, in line with PPUK policy and risk appetite. • Ongoing maintenance of SME knowledge to facilitate effective advice and oversight of current and emerging risks. • Collaboration with internal teams (such as PPUK functional leaders, Global Financial Crime, Program enablement, internal control partners, product leaders) to drive effective risk mitigation plans and supporting business requirements. • Collaboration with global risk and compliance teams, across all three lines of defence, to support strategic development, policy / process alignment and continuous improvement of risk and compliance management frameworks. You Will Also:In this role you will be critical to the successful execution of the UK and Global risk and compliance programmes. To achieve this, you will also need to :• Act as a trusted partner to business and enablement teams and work to implement Programme, new product and BAU change to comply with the evolving regulatory and internal control environment• Design and implement oversight frameworks for future expansion programs• Be highly visible in engaging with varied Sales & Marketing stakeholders.• Be comfortable delivering and navigating constructive challenge • Demonstrate subject matter expertise in one or more of payments, merchant services, digital / crypto assets and continuous compliance monitoring frameworks. • Be a champion for positive customer outcomes and provide a demonstrable understanding of Conduct Risk assessment and measurement• Be comfortable with subjectivity, ambiguity taking a considered position on risks exposures, sometimes based on limited information. • Be flexible to change - remaining open to new information or approaches and adapting decisions accordingly.• Be accountable for building effective and diverse direct and virtual teams, attracting and retaining skilled talented individuals as well as taking an active role in developing and mentoring at all levels.• Deputise for the Compliance Director as neededBasic Qualifications• Degree level education• Excellent English language communication skills, verbal and written. • 10+ years in the UK financial industry with proven experience in a compliance function.• Subject matter expertise in one or more of payments, SME merchant propositions, digital currency / crypto assets and or continuous compliance monitoring. • Excellent problem solving and analytical skills• Strong project management skills and demonstrable change management experience.• Sound decision making and judgement, calmness under pressure, and the ability to effectively prioritise and delegate.• Strong interpersonal skills, confident engaging with a diverse range of stakeholders, across all levels of seniority in a fast-paced, growth focused environment. • Experience with UK regulators and the regulatory exam process in a financial institution. • Extensive knowledge of FCA & PSR requirements plus appreciation of broader UK regulatory landscape• High energy and creativity with an entrepreneurial spirit.• Ability to work within a matrix environment and cross functionally with commercial, operations and technology functions. Lead complex projects and problem resolution efforts related to risk management. Collaborate with teams to identify and analyze risks that may impact operations and assets. Develop and implement strategies for risk mitigation and compliance. Assess current business trends to inform risk management practices and improvements. Drive global process improvements through effective project management and stakeholder engagement.

Minimum Qualifications:

Minimum of 12 years of relevant work experience and a Bachelor's degree or equivalent experience.
