Overview
Telcoin is a start-up fin-tech provider, utilizing block-chain technology to deliver cutting edge financial products and services. Telcoin is expanding rapidly, we now have operations in 9 countries and ambition to launch in many more. As part of our expansion, we are now looking to hire a Lead Compliance Officer in Singapore. We are are looking for an individual with significant experience within the Singaporean Financial Services Industry.
Job Description
Telcoin operates international remittances within Singapore, having appropriate licenses from MAS along with the systems required to ensure compliance with AML regulations. Reporting to the Chief Compliance Officer, the role holder will be required to ensure Telcoin remains compliant, by updating the control environment in line with regulations and fulfilling our regulatory reporting requirements to MAS.
Roles and Responsibilities
Singapore Regulatory Compliance – Reporting to Global Chief Compliance Officer
- Regulatory Liaison for Singapore regulators including MAS. Manage and facilitate company’s relationship with Singapore regulators including MAS. Oversee and ensure proper responses to Singapore regulator requests.
- File and manage required regulatory licenses in Singapore.
- Make and manage timely regulatory filings in Singapore. Without limiting the foregoing, follow up with accounting personnel for any red flags relating to accounting interpretation, numerical completeness and accuracy.
- Assist General Counsel in interactions with external counsel, corporate secretarial service.
- Assist Controller, VP of Finance and CEO and other company employees and vendors as required with respect to internal and external financial audits
- Implement a compliance monitoring programme for Singapore (which the annual compliance audit will be tracked to). Report findings periodically to the Chief Compliance Officer (and the company’s Board of Directors Compliance Committee as deemed advisable)..
- Conduct annual compliance audit as part of Compliance Assurance Program for Singapore. Inform Chief Compliance Officer of findings and work to remediate gaps
- Ensure compliance with applicable law and regulation, internal policies and document such compliance. Develop required policies and procedures for such compliance in line with regulator’s expectation and market practice subject to approval by Chief Compliance Officer.
- Keep informed on company products, services, and initiatives applicable to Singapore.
- Provide Singapore regulatory updates and dissemination to internal stakeholders
- In consultation with the General Counsel and Chief Compliance Officer, respond to audit, consultant and regulatory findings that relate to Singapore and address deficiencies and violations.
- Assist Data Protection Officer for Singapore
- Develop and review appropriate compliance training material for Singapore and work with company personnel to implement.
- Provide advisory to senior management on compliance matter based on regulatory interpretation and market practice for Singapore environment.
- Stay abreast of regulatory requirement and industry best practice.
- Work with internal stakeholders to ensure compliance for Singapore operations, for example:
- Ensure IT & Cyber Hygiene are followed up by IT
- Outsourcing arrangement including shared services are owned at Senior Management Level (VP) under MAS Individual Accountability and Conduct.
- Provide Singapore-related advice and assistance to Director of Risk Management concerning risk mitigation
Operation and Market Entry – Reporting to VP/Director of Operations
- Assist VP of Operations in obtaining licensing in jurisdictions in AsiaPac as selected by the company.
- Coordinate with global colleagues to develop relevant policy and procedure e.g., Employee Handbook, Global Compliance Policies e.g., Insider Trading, Data Privacy, etc.
- Provide advice and assistance on Singapore-related Human Resources to VP of Operations and Director of Human Resources.
- Assist global team with fraud and AML/CFT management and investigations as needed
Other Duties –
- Perform other duties as assigned or requested by the company (Eg: Assist the Executive Director on corporate governance tasks)
About You
- College or University Degree and/or significant related experience. Preferred areas of study and/or experience include law, compliance, finance, banking, financial services, computer science or computational finance.
- Minimum 5 years’ experience, including preferably at least 2 years as a compliance officer dealing with MAS on a regular basis.
- Strong and effective communication skills
- Ability to adapt to rapid and diverse business changes
- Strong experience in interpreting complex regulatory requirements into actionable business requirements and solutions
- The ability to act as an MLRO if needed
- Industry related certifications (e.g. ACAMS, ACFCS, Chainalysis, Ciphertrace….) preferred but not required.
