Position Overview
We are looking for a Program Manager to join our NYC-based Change & Delivery team. This role will lead complex, cross-functional programs across the business, providing structure and governance to strategic initiatives that span technology, operations, and product. You will work closely with senior stakeholders across multiple teams to drive delivery from inception through execution, ensuring alignment on priorities, managing dependencies, and removing blockers. Your contribution will directly impact how Bullish scales its regulated digital asset exchange platform, and you will play a central role in shaping how the organisation delivers change. This is a highly visible position suited to someone who thrives in fast-paced, evolving environments and wants to make a tangible impact at the intersection of traditional finance and digital assets.
This position will be required to work onsite at our NYC office a minimum of 4 days per week.
Responsibilities
- Own end-to-end program delivery for complex, multi-workstream initiatives across technology, operations, compliance, and product teams
- Establish and maintain program governance frameworks, including status reporting, RAID management, steering committees, and milestone tracking
- Partner with senior stakeholders and leadership to define scope, prioritise deliverables, and ensure strategic alignment across competing initiatives
- Drive dependency management and risk mitigation across programs, proactively identifying and escalating issues before they impact delivery
- Strategic and hands-on — able to set direction and influence at a senior level while being close enough to execution to unblock workstreams and drive delivery directly.
- Facilitate cross-functional collaboration between engineering, product, legal, compliance, and operations teams to deliver integrated outcomes
- Develop and maintain detailed project plans, resource allocation models, and delivery roadmaps
- Introduce and embed best practices for program and project management within the Change & Delivery function, raising the bar for delivery discipline across the organisation
- Provide clear, concise, and accurate reporting to senior leadership on program status, risks, and outcomes
- 6+ years of experience in program or project management, with a demonstrated track record of delivering complex, cross-functional initiatives
- Experience managing large-scale technology and operational integrations in a post-M&A context, including workstream coordination, system consolidation, and cross-entity alignment.
- Proven hands-on approach to delivery and problem solving — you lead from the front, not from behind a slide deck, experienced with tools such as Confluence, JIRA
- Strong stakeholder management and communication skills; ability to articulate complex topics clearly to both technical and non-technical audiences
- Exceptional attention to detail with the ability to operate at both high-level strategy and granular execution
- Experience providing structure and governance in ambiguous, fast-moving, or non-structured working environments
- Excellent written and verbal communication skills
- Background in cryptocurrency, digital assets, securities, or tokenisation
- Experience working within a regulated financial services environment
- Familiarity with exchange platforms, trading infrastructure, or fintech ecosystems
- PMP, PgMP, or equivalent certification (not required but valued)
