Procurement Manager
Key Responsibilities
1. Procurement Strategy & Planning
- Formulate the company’s long-term and short-term procurement strategies, procurement plans, and cost control goals, combining the company’s business development needs, budget plans, and market trends.
- Analyze procurement needs of various departments (technical, operations, administrative, trading support, etc.), sort out procurement categories (such as technical equipment, software services, office supplies, infrastructure, third-party services), and optimize procurement structure.
- Track market price trends, industry supply and demand changes, and competitor procurement strategies, adjust procurement plans and strategies in a timely manner, and improve procurement cost-effectiveness.
- Establish and improve procurement systems, processes, and standards, standardize procurement operations, and ensure the transparency, efficiency, and compliance of the procurement process.
2. Supplier Management
- Develop and reserve high-quality suppliers, including supplier screening, qualification review (compliance, strength, service capability), and onboarding management, establishing a complete supplier database.
- Conduct regular supplier evaluation (quality, price, delivery time, after-sales service, compliance), optimize supplier structure, eliminate unqualified suppliers, and maintain long-term and stable cooperative relationships with core suppliers.
- Negotiate with suppliers on price, payment terms, delivery time, quality standards, and after-sales service, strive for favorable procurement conditions, and reduce procurement costs.
- Handle supplier-related disputes and complaints, coordinate with suppliers to solve problems such as quality defects and delivery delays, and ensure supply stability.
3. Procurement Process Management
- Oversee the entire procurement process, including procurement application review, supplier selection, quotation comparison, contract signing, order placement, delivery tracking, inspection and acceptance, payment settlement, and post-purchase follow-up.
- Control procurement quality, formulate procurement quality standards, conduct incoming inspection and acceptance of procurement items, and ensure that the quality of purchased goods and services meets the company’s requirements.
- Optimize the procurement process, improve procurement efficiency, reduce procurement cycles, and ensure that procurement needs are met in a timely manner to support the smooth operation of various departments.
- Manage procurement documents (contracts, quotations, invoices, inspection reports, etc.), sort out and file them in a standardized manner, and ensure the completeness and traceability of procurement records.
4. Cost Control & Budget Management
- Formulate procurement budget plans, strictly control procurement costs, track and analyze procurement budget execution, and ensure that procurement expenditures are within the budget.
- Adopt cost-saving measures such as centralized procurement, bulk procurement, and long-term cooperation, reduce procurement costs on the premise of ensuring quality and supply stability.
- Conduct cost analysis on procurement items, compare prices of different suppliers, and put forward cost optimization suggestions to improve the company’s cost competitiveness.
5. Compliance & Risk Control
- Ensure that all procurement activities comply with global regulatory requirements (FATF, MiCA, local regulations) and the company’s compliance policies, including anti-corruption, anti-bribery, and fair competition requirements.
- Establish procurement risk management mechanisms, identify and assess procurement risks (supply risk, price risk, quality risk, compliance risk), and formulate targeted risk mitigation measures.
- Cooperate with the compliance team to complete procurement-related compliance audits, regulatory reporting, and internal inspections, and provide relevant procurement records and materials.
- Strengthen internal supervision of the procurement process, prevent irregular procurement behaviors, and ensure the fairness and impartiality of procurement work.
6. Cross-departmental Collaboration
- Communicate closely with technical, operations, administrative, finance, and compliance departments to understand their procurement needs, coordinate procurement resources, and ensure that procurement work is closely aligned with business needs.
- Coordinate with the finance department to complete procurement payment settlement, reconcile procurement funds, and ensure the timeliness and accuracy of payments.
Requirements
- Experience: 7+ years of procurement management work experience, including 3+ years of procurement team management experience; preferred experience in fintech, digital currency, payment, or financial institutions. Deep understanding of procurement processes, supplier management, and cost control in related industries.
- Professional Expertise:
- Proficient in the entire procurement process (supplier development, negotiation, contract management, order execution, etc.), with rich experience in supplier resource development and maintenance.
- Strong cost control awareness and capabilities, familiar with cost analysis methods and procurement cost-saving strategies, with a proven track record of cost reduction.
- Familiar with procurement compliance requirements and risk management methods, able to ensure that procurement work complies with regulatory and company policies.
- Proficient in using office software (Excel, Word, PowerPoint) and procurement management systems, able to efficiently complete procurement document sorting and data analysis.
- Understanding of the digital currency exchange industry is preferred, familiar with procurement needs of technical equipment, software services, and infrastructure in related fields.

- Negotiation & Communication: Excellent negotiation skills, able to negotiate with suppliers to obtain favorable terms; good oral and written communication skills in both Chinese and English, able to effectively communicate with cross-departmental colleagues and suppliers.
