What you’ll be responsible for:

Circle is looking for an experienced Manager of Compliance Monitoring and Testing to help create a central global function focused on developing a best in class compliance management system, supporting all regional and core compliance team functions. This role will join a team focused on compliance risk management through a combination of development, assessment, and oversight of key compliance programs throughout Circle. In this role, you will help scale out compliance Monitoring and Testing function.

What you'll work on:

  • Leading the planning, scoping, executing, and reporting of compliance testing reviews and compliance and regulatory issue validation activities
  • Creating detailed testing procedures and scripts to guide the testing process and ensure testing objectives are met.
  • Evaluating design and operating effectiveness of controls, assess identified findings, determine root causes, propose risk ratings in accordance with internal guidelines and standards, and draft recommendations and reports.
  • Analyzing and documenting testing findings, and having preliminary discussions with corresponding control/process owners to ensure accuracy and completeness of the findings.
  • Preparing and delivering compliance testing reports and workpapers that clearly present the results of testing and call out material findings and recommendations.
  • Working with business management to develop appropriate corrective actions to address material findings in testing and ensure appropriate remediation.
  • Validating that control weaknesses identified through testing are tracked, evaluated, prioritized based on risk, responded to, and properly closed.
  • Assisting in aggregating and monitoring testing results for trends, and escalating concerns to the appropriate levels of leadership.
  • Supporting the development of the Annual risk-based Compliance Testing Plan, Monitoring activities and enhancement of the Compliance Testing methodologies and standards for testing, monitoring, and reporting.
  • Partnering with program owners, subject matter experts and all relevant stakeholders to understand requirements (e.g. laws, regulations, guidelines, policies) of compliance, enterprise programs and products.
  • Partnering with the Compliance Data & Analytics team to obtain relevant data visualization organized data from various internal systems and data libraries for compliance testing and for other data analysis and reporting needs.
  • Providing guidance, mentorship, training, and subject matter expertise to junior team members and direct reports on assigned work.
  • Assisting with the onboarding, integration, and training of new team members, as needed.

What you’ll bring to Circle:

  • 7+ years of relevant experience in compliance testing, internal audit or related discipline.
  • 1+ years of experience managing and leading teams.
  • Experience planning, executing, and reporting on compliance testing reviews and regulatory issue validation activities, preferably in a BSA/AML/OFAC capacity.
  • Detailed knowledge of compliance standards as they relate to OFAC, AML, KYC, Card Brand, money transmission, virtual assets, payments and e-money.
  • Knowledge and experience with auditing principles including audit planning, risk assessments, development of risks and controls matrices, processes and controls design assessments, controls operating effectiveness testing, transactional access segregation of duties, transactional testing, surveillance systems, and reporting activities.
  • Strong communication, planning and project management skills.
  • Excellent ability to investigate, analyze, and interpret data.
  • Demonstrated understanding of and passion for harnessing the power of digital currency and blockchain technology and services built on top of it.
  • Experience and comfort working in an ever-changing industry and the flexibility to quickly react to changing demands.
  • Experience/familiarity with Slack, Apple MacOS and GSuite.

The compensation range below is specific to San Francisco, CA. Actual starting pay is determined by various factors, including but not limited to: relevant experience, skill set, qualifications, and other business and organizational needs. Please note that compensation ranges may differ for candidates in other locations.

Base Pay Range: $150,000 - $200,000

Annual Bonus Target: 15%

Also Included: Equity & Benefits (including medical, dental, vision and 401(k)). Circle has a discretionary vacation policy. We also provide 10 days of paid sick leave per year and 11 paid holidays per year in the U.S.
